Changes between Bylaws 2016 and Bylaws 2021

PA PTA made multiple changes to the Bylaws Model in 2020, which model must be used by the local PTA when updating local Bylaws. Howe PTA Bylaws 2021 draft was created using the new Model 2020 with careful transferring of all changes made to the Bylaws Model in 2016.

The table below shows only changes between Howe PTA Bylaws 2016 and Howe PTA Bylaws 2021 draft. Changes made by PA PTA between 2015 and 2020 models are not shown.

ARTICLE VIII, Section 4-d Deleted by PA PTA Each officer of this PTA shall have been a member of this PTA for six (6) months.   Howe PTA Board decided to not use this statement in the Bylaws 2021, because it artificially excludes experienced members who is willing to serve in PTA but are PTA members less than six month.
ARTICLE VIII, Section 5 ARTICLE VIII, Section 3 Officers shall assume their official duties on the second Thursday in May and shall serve for a term of one (1) year, or until their successors are elected. Officers shall assume their official duties on July 1st and shall serve for a term of one (1) year, or until their successors are elected. This change was introduced by PA PTA. Howe PTA Board decided to accept this change.
ARTICLE X, Section 7 ARTICLE X, Section 7 Special meetings of the executive board may be called by the president or when requested by five (5) members upon three (3) days’ written notice to each member of the board. Special meetings of the executive board may be called by the president or when requested by a majority of its members upon three (3) days’ advance written notice to each member of the board. This change was introduced by PA PTA. Howe PTA Board decided to accept this change.
ARTICLE X, Section 9 ARTICLE X, Section 9 Upon the expiration of the term of office or when individuals cease to hold the position, all records, books, and other materials pertaining to the position shall be turned over to the president and all funds pertaining to the position shall be returned to the treasurer within ten (10) days. Upon the expiration of the term of office or when individuals cease to hold the position on the board, they shall automatically be relieved of all duties and responsibilities. All records, books, and other materials pertaining to the position shall be turned over to the president and all funds pertaining to the position shall be returned to the treasurer within fourteen (14) days. This change was introduced by PA PTA. Howe PTA Board decided to accept this change.
ARTICLE XII, Section 3 ARTICLE XII, Section 1-b The annual meeting shall be held in September, at which time the budget for the upcoming year shall be presented to the membership for a vote. The annual meeting shall be held in May (insert April, May or June ONLY) at which time the business shall include the election of officers by the members, determination of next year’s local portion of the dues, preliminary annual fiscal report, and presentation of next year’s budget for approval by the membership. This change was introduced by PA PTA. Howe PTA Board decided to accept this change.
